Jeff Partin is the Founder and Managing Director of Oceanstar Marine LLC. Jeff holds an active Florida Brokers License, and a USCG 200 Ton license. He has worked in the global yachting industry for three decades as a captain,yacht broker, project manager, and Director of Business Development for the largest refit-repair shipyard in the Americas, Lauderdale Marine Center (LMC), now Safe Harbor.
The scope of his experience includes marine consultancy for major motion picture and network television productions; in addition to four years on the board of directors with the (IYBA) International Yacht Brokers Association; and time in the commercial sector aboard tugs and OSV’s.
Jeff established Oceanstar Marine LLC in March 2020.
Refit Project Management - Engineering Systems
Dean Vaughn, is a thirty-four (34) year industry veteran with a truly exceptional resume. The scope of his experience spans commercial, military vessels and yachts.
He was formerly Chief Engineer on the 96m Lurssen M/Y LIMITLESS, he has served as project manager on multiple refits to include the 52m Benetti, QUANTUM OF SOLACE and served six (6) years as the Fleet Manager/Engineer for the 58m Lurssen RONIN, 46m Feadship SEA RACER and 29m Pershing ROMPEMAR. With over 500,000 miles logged at sea,

Vessel Operations - Marina Management
Mark is a highly qualified professional Captain and Project Manager with (30) thirty years of diverse, global experience in the yachting industry to include serving as Captain of the notable Maxi, Congere and has several ocean races under his belt: Sydney-Hobart, Bermuda, Transpac, Capetown-Rio, Marblehead-Halifax and too many inshore regatta’s to list.
Mark has a proven record for the safe operation and management of both power and sail vessels from 40-180’ LOA. His expertise includes Marina property Management and is credited with making 41 North in Newport RI, a favorite destination for a multitude of yacht owners and captains.
His other skills include New Construction, Refits, Yacht Brokerage, and property Management. Mark divides his time between Newport RI, Fort Lauderdale, and St. Barths.
Vessel Operations - Project Management
Captain Tony Pullar holds an Oceans Masters Certificate of Competency, up to 3000 Gross Tons with 26 years in yachting. The scope of his experience spans both power and sail vessels with over 300,000 miles logged internationally to include private and charter yachts, regattas, and ocean races.
He previously served as Captain of the 58m’ schooner Fluertje, 37m Sloop Atlanta/Genevieve, the 37m Benetti Romanza and other notable vessels, in addition to serving as Director of Yacht Management for Camper and Nicholson’s USA.
Tony has an excellent track record with refits in the US and abroad for both sail and power vessels, he has a solid technical foundation and understands the importance of planning, budgeting, regulatory compliance, transparency and documentation.
